
Dear Filipino filmmakers, the Film Development Council of the Philippines (FDCP) is now accepting applications for the CreatePHFilms Funding Program until March 17, 2023. The program provides support for the development, production, post-production & distribution of Filipino films.
About the festival:
CreatePHFilms Funding Program was launched to ensure that the government works with and provides support to filmmakers and producers in various stages of filmmaking to complement their efforts to produce quality Filipino films.
Filipino filmmakers and production companies may apply to the following funding programs:
– Development Fund
– Small Budget Production Fund
– Large Budget Production Fund
– Post-production Fund
Development Fund
A selective and non-recoupable fund of Three Hundred Thousand Pesos (PhP 300,000.00) per project for the development of mid to feature-length film projects.
Eligibility:
– Must be a Filipino production company duly registered as business in the Philippines serving as the producer of the project
– Must hold or share the intellectual property rights of the project
– Must have all necessary rights to develop, produce, and distribute the film
– Must be duly registered at the FDCP National Registry for Companies (NRC)
– Must be willing to have the theatrical Philippine premiere of their film (for example: as opening or closing film) at the FDCP’s organized film festival, Pista ng Pelikulang Pilipino, or in a similar FDCP-partnered or supported project
– Must not have any overdue obligations from any FDCP assistance or funding programs.
Project:
– Must be a narrative script.
– Must be a script or treatment for a mid (at least 40 to 79 minutes) to feature-length film (at least 80 minutes).
– Must be a work of fiction, documentary, or animation.
– Must be in English or different Filipino languages.
– Must have a Filipino director.
– Must apply for the first time to the CreatePHFilms Fund for Development.
Selection Procedure:
– Fill in and submit the CreatePHFilms Call For Applications Form and all required documents to createphfilms@fdcp.ph.
– The CreatePHFilms Secretariat will verify all the documents and may ask you to provide further supporting documents, should it be decided that the submitted documents contain inadequate details.
– Once the application is verified complete, send the hard copy of the signed and notarized Statutory Declaration.
– After confirming the completion of the application, the CreatePHFilms Secretariat will submit the applicant’s Project to the CreatePHFilms Selection Committee for review and consideration.

Small Budget Production Fund
A selective and non-recoupable fund of One Million Pesos (P 1,000,000.00) for the production of Filipino films with an overall production budget of less than Fifteen Million Pesos (P 15,000,000.00).
Eligibility:
– Must be a Filipino production company duly registered as business in the Philippines and serving as the producer of the Project
– Must hold or share the intellectual
– Must have all necessary rights to develop, produce, and distribute the Project
– Must be duly registered at the FDCP National Registry for Companies (NRC)
– Must not have any overdue obligations from any FDCP assistance or funding programs
Project:
– Must have a Filipino director
– Must be a narrative script
– Must be a script or treatment for a mid (at least 40 to 79 minutes) to feature-length film (at least 80 minutes)
– Must be a work of fiction, documentary, or animation
– Must be in English or different Filipino languages
– Must have a production-ready script or treatment (if documentary)
– Must have an overall production budget of less than Fifteen Million Pesos (P15,000,000.00)
– Must have a financing plan
– Must be ready to commence principal photography within six (6) to eight (8) months upon application
– Must secure an insurance policy for the production cast and crew
– Must have a plan for theatrical, VOD and/or festival release within the Philippines
– Must target a distribution guarantee or deal memorandum for theatrical, VOD and/or festival release in the Philippines. The project must target domestic audiences
– Must apply for the first time to the CreatePHFilms Fund for Production, but may have applied before to the CreatePHFilms Fund Development
Selection Procedure:

Large Budget Production Fund
A selective and non-recoupable fund of THREE TO FIVE MILLION PESOS (P 3,000,000.00 to P 5,000,000.00) for the production of Filipino films with an overall production budget of at least Fifteen Million Pesos (P15,000,000.00)

– Must be a Filipino production company duly registered as business in the Philippines and serving as the producer of the Project
– Must hold or share the intellectual
– Must have all necessary rights to develop, produce, and distribute the Project
– Must be duly registered at the FDCP National Registry for Companies (NRC)
– Must not have any overdue obligations from any FDCP assistance or funding programs
Project:

Post-production Fund
A selective and non-recoupable fund of Three Hundred Thousand Pesos (P 300,000.00) per project for production companies engaged with post-production companies registered under the FDCP National Registry for Companies (NRC). The project to be supported must have at least an overall post-production budget of Five Hundred Thousand Pesos (P 500,000.00).
Eligibility:
– Must be a Filipino production company duly registered as business in the Philippines serving as the producer of the Project.
– Must hold or share the intellectual property rights of the Project.
– Must have all necessary rights to develop, produce, and distribute the film.
– Must be duly registered at the FDCP National Registry for Companies (NRC).
– Must not have any outstanding obligations from any FDCP assistance or funding programs.
Project:
– Must have a Filipino director.
– Must be a narrative mid (at least 40 to 79 minutes) to full-length (at least 80 minutes) film.
– Must be in English or different Filipino languages.
– Must be a work of fiction, documentary, or animation.
– Must have an attached post-production company or companies duly registered under the FDCP National Registry for Companies (NRC) for the post-production of the Project.
– Must have already started or finished principal photography and ready for post-production.
– Must have at least a fifteen-minute (15-min) rough cut for a mid-length film and a thirty-minute (30-min) rough cut for a full-length film.
– Must have at least an overall post-production budget of Five Hundred Thousand Pesos (P 500,000.00).
– Must show in the financial plan a financing gap for post-production, considering the overall cost of the film and the funding already obtained.
– Must target a distribution guarantee or deal memorandum for theatrical, VOD, and/or festival release in the Philippines.
– Must apply for the first time to the CreatePHFilms Fund for Post-Production, but may have applied before to the CreatePHFilms Fund for Script Development, Project Development, or Small or Large Budget Production.
Selection Procedure:
– Fill in and submit the CreatePHFilms Call For Applications Form and all required documents to createphfilms@fdcp.ph.
– The CreatePHFilms Secretariat will verify all the documents and may ask you to provide further supporting documents, should it be decided that the submitted documents contain inadequate details.
– Once the application is verified complete, send the hard copy of the signed and notarized Statutory Declaration.
– After confirming the completion of the application, the CreatePHFilms Secretariat will submit the applicant’s Project to the CreatePHFilms Selection Committee for review and consideration.
